Objectives, Functions, and Activities of the Department
The objective of the department is to implement measures aimed at saving human lives by organizing expert-consultative and specialized medical assistance by healthcare organizations of the Republic of Belarus.
Functions of the department:
- organizing consultant transportation by the Center’s vehicles, or public transport if unavailable;
- collecting information on emergencies, conducting rapid analysis, and timely dissemination;
- participating in the elimination of medical and sanitary consequences of emergencies within its competence;
- preparing consultant doctors' travel schedules and approving them accordingly;
- arranging, together with regional emergency medical centers, transportation of discharged patients for further treatment at their place of residence using returning medical transport.
In accordance with its objectives, the department performs the following activities:
- organizing patient and casualty transportation using sanitary vehicles to healthcare institutions and national centers under the Ministry of Health;
- organizing emergency and consultative specialized medical assistance for healthcare facilities, both routinely and in emergencies;
- monitoring timeliness, volume, and quality of emergency and consultative care provided by medical institutions;
- 24/7 collection, processing, and analysis of incoming information, with immediate reporting to the Chief Doctor or Ministry of Health management;
- interacting with Ministry of Health specialists, departments of BelMAPO, BSMU, and RSPCs for arranging consultations by medical experts;
- maintaining constant cooperation with emergency dispatch services of the Ministry for Emergency Situations, Ministry of Internal Affairs, and Ministry of Defense regarding incidents involving casualties or fatalities;
- ensuring operational interaction with regional health departments, the Minsk Health Committee, and emergency medical centers to deliver timely, high-quality information and coordinate transportation of patients and victims;
- developing and implementing operational algorithms for duty doctors during technological and natural emergencies considering severity and type of injuries;
- identifying and analyzing delays in providing emergency and consultative care, and taking corrective actions.
