Aims, subjects and activities of the department
The purpose of the subdivision is to implement measures aimed at saving lives by organizing the provision of expert advisory and specialized medical care by healthcare organizations of the Republic of Belarus.
Subject of activity of the department:
- organization of delivery of consultants by road transport of the Center, in case of its absence - by all types of public transport;
- collection of received information on emergency situations (ES), analysis and timeliness of its delivery;
- participation in the organization of liquidation of medical and sanitary consequences of emergencies within the limits of its competence;
- formation of schedules of visits of medical consultants and their approval in accordance with the established procedure;
- organization, together with the heads of regional centers of emergency medical care, transportation of discharged patients for follow-up care at the place of residence, by returning transport of healthcare organizations of the Republic of Belarus.
In accordance with the purpose of the activity, the department carries out the following activities:
- organization of transportation of patients and injured by sanitary vehicles to health care institutions, republican scientific and practical centers of the Ministry of Health;
- organization of emergency and advisory specialized medical care to health care institutions on a continuous basis, as well as in the event of an emergency;
- control over the timeliness, volume and quality of emergency and advisory specialized medical care provided in health care institutions;
- organization of round-the-clock collection, processing and analysis of incoming information, its immediate presentation to the Chief Doctor of the Center, and in case of his absence - to the Ministry of Health;
- organization of interaction with specialists of the Ministry of Health, departments of the Belarusian Medical Academy of Postgraduate Education, departments of the Belarusian State Medical University, directors (their deputies) of the Republican Scientific and Practical Centers (RSPC) on the organization and conduct of consultations by doctors;
- organization of constant interaction with the operational dispatch services of the Ministry of Emergency Situations, the Ministry of Internal Affairs and the Ministry of Defense for the mutual exchange of information on all incidents related to the death of people or the presence of victims;
- organization of interaction with the main healthcare departments of the regional executive committees, Minsk healthcare executive committee, regional and Minsk city centers of emergency medical care for the timely and high-quality provision of information about emergencies, the organization of transportation of patients and victims;
- development and implementation into practice of algorithms for the work of doctors on duty in the department in the event of a technogenic and natural emergency, taking into account the damaging factors, the severity of the lesions and their type;
- identification and analysis of the reasons for the delay in the provision of emergency and advisory specialized medical care to patients and victims, taking measures to eliminate them.
