Goals, Objectives, and Activities of the Department
The goal of the department's activities is to implement measures aimed at saving human lives by organizing the provision of expert, consultative, and specialized medical care by healthcare organizations of the Republic of Belarus.
The objectives of the department's activities are:
- carrying out, within its competence, activities for collecting, summarizing, and analyzing information on natural and man-made emergencies, acts of terrorism, mass disturbances, and other incidents that occurred on the territory of the Republic of Belarus, and informing the leadership of the Ministry of Health about them
- ensuring interaction between the Center, regional emergency medical centers, the Minsk City Emergency Medical Center (hereinafter referred to as regional emergency medical centers), and state healthcare organizations, including those subordinate to the Authorized Body for the Prevention and Elimination of Consequences of Emergencies
- organizing round-the-clock medical consultations (councils)
- organizing medical transportation (evacuation) of citizens (victims) at the national level
- ensuring the delivery of medical specialists (hereinafter referred to as specialized specialists) and other healthcare workers providing medical care to other healthcare organizations located outside the city of Minsk, including assisting the State Aviation Emergency Rescue Institution “Aviation” in solving air ambulance tasks
In accordance with its goal, the department carries out the following types of activities:
- performs functions of organizing interaction with structural subdivisions of the Ministry for Emergency Situations and other state bodies engaged in response and elimination of emergency consequences
- ensures 24/7 reception by the Center’s on-duty medical specialists of requests from healthcare organizations for medical consultations (councils) and/or provision of other specialized medical care to patients at the national level
- organizes the delivery of specialized specialists to healthcare organizations to conduct medical consultations (councils) and/or provide other medical care
- ensures round-the-clock administration of the experimental virtual reception office of the Ministry of Health
- performs functions of organizing urgent delivery of medicines and medical devices to state healthcare organizations in case of their absence
- interacts with republican government bodies, local executive and administrative bodies during activities to eliminate emergencies and their consequences
