Objectives of the department:

  • provision of measures for preparedness for response, radiation protection of the population in the Republic of Belarus in the event of an emergency at the Belarusian nuclear power plant (NPP) and at nuclear power plants of neighboring states;
  • ensuring the functioning and coordination of the situational crisis center (SCC) of the Ministry of Health of the Republic of Belarus for the implementation of measures aimed at ensuring the preparedness of emergency planning and emergency response, drug supply, interaction with the situational crisis centers of ministries and departments;
  • provision of measures for preparedness to respond to crisis situations of accidents and disasters, taking into account their study, analysis, modeling and development of scientifically based algorithms for medical care actions aimed at minimizing their consequences;
  • readiness to respond to crisis situations of accidents and disasters, taking into account their study, analysis, modeling and development of scientifically based algorithms for medical care actions aimed at minimizing their consequences.

Subjects of the department:

  1. Preparation of documents for information and analytical support for decision- making in nuclear or radiation accidents, organization and provision of medical care and drug provision, assessment and forecast of health consequences of exposed persons, assessment of radiation doses and medical consequences of radiation exposure of the population, ensuring sanitary and epidemiological well-being population.
  2. Preparation and provision of expert assessments, information and analytical materials to the Commission for Emergency Situations of the Ministry of Health and the Republican Center for Emergency Management and Response of the Ministry of Emergency Situations of the Republic of Belarus.
  3. Further integration of the State Emergency Service and Civil Defense Department into a unified system for the implementation of protective measures, ensuring the constant readiness of the forces of the State Emergency Service and Civil Defense Department for action, improving the knowledge, skills and abilities of officials and working personnel in the field of safety, taking into account the construction and subsequent operation of the Belarusian NPP.
  4. Interaction with international organizations on nuclear and radiation safety issues within the framework of international cooperation.
  5. Coordination and regulation of mechanisms for preparedness and response to nuclear or radiation accidents.
  6. Interaction and exchange of information between the SCC of the Ministry of Health and the SCC of ministries and departments.
  7. Development of documentation for the SCC of the Ministry of Health.
  8. Scientific support for the elimination and minimization of the medical consequences of emergencies:
    • collection and generalization of information about incidents and emergencies;
    • comprehensive analysis of emergencies, identification of specific causes;
    • analysis of the medical consequences of emergencies and the quality of emergency medical care to victims at all stages;
    • development of measures on minimization of sanitary losses and complications;
  9. Study of hazardous objects and forecasting possible emergency scenarios, characteristics of the medical and tactical situation on the territory of the Republic of Belarus during various disasters.
  10. Study of the organization of the provision of emergency medical care to the population of the Republic of Belarus in the event and elimination of the medical consequences of an emergency in peacetime and the development of ways to improve it.
  11. Study of modern world experience in the field of elimination of the consequences of various accidents and disasters and the development of proposals for the implementation of the most promising of them.
  12. Modeling of crisis situations and development of ways of prompt response.
  13. Development of models and algorithms for the interaction of the emergency medical care service in emergencies with other interested services and departments, including neighboring states.
  14. Modeling the processes of management of the emergency medical care service.
  15. Development of scientifically based algorithms for actions in various emergencies (road accidents, fires, various accidents and disasters), etc.
  16. International cooperation.

For the purposes of international cooperation, the Ministry of Health of the Republic of Belarus represented by the State Institution “Republican Center for Organization of Medical Response” establishes and maintains contacts and cooperation with international and national organizations and considers issues of participation in events and programs of the IAEA, WHO, UNESCO, the European Commission and other organizations. Contacts with foreign partners, provided that the technologies used meet international standards, are a prerequisite for effective cooperation in modeling crisis situations and coordinating efforts to prevent its consequences.
