Aims, subjects and activities of the department

Objectives of the department:

• ensuring interaction between various ministries and departments that take part in the elimination of emergencies and their consequences;
• ensuring the functioning of the sectoral subsystem of the State system for the prevention and elimination of emergencies and civil defense and organizing the management of forces and means in case of emergencies, ensuring interaction and continuity between healthcare organizations of all levels on advisory assistance issues.

The subject of the department is:

In daily activities:

1. Preparing documents on interaction of the Ministry of Health with other republican government bodies, local executive committees and regulatory bodies, organizations and institutions which take part in the elimination of emergencies and their consequences in accordance with their responsibilities.
2. Ensuring interaction with various ministries and departments with a clear specification of tasks and functions in emergency situations.
3. Organization and maintenance of international cooperation with neighboring states on the provision of medical care and transportation of patients, both citizens of the Republic of Belarus and foreign citizens.
4. Ensuring the functioning of the sectoral subsystem of the State system for the prevention and elimination of emergencies and civil defense and the organization of the management of forces and means in case of emergency.
5. Organization of interaction and continuity in work between the RC OMR, territorial emergency medical centers, healthcare organizations, ambulance stations, the Ministry of Health and duty services of ministries and departments in the daily activities.
6. Organization of the provision of advisory assistance by the Republican specialized centers, regional treatment and prophylactic institutions and healthcare organizations in Minsk.
7. Ensuring interaction and continuity between healthcare organizations of all levels on advice.
8. Analyzing the work of the territorial emergency medical centers, keeping records and reporting on the issues of advisory assistance in the regions.

In high alert mode:

1. Planning for liquidation of the consequences of emergencies (calculation of forces and means of the medical service of the Republic of Belarus at all levels).
2. Organization of the readiness of the Republican specialized centers, regional (Minsk) institutions, territorial medical institutions to provide medical care in case of mass admission of victims;
3. Determination of the composition, restructuring of the bed fund in the event of a threat and emergencies.
4. Formation and accounting of the personnel reserve.

In emergency mode:

1. Coordination of the activities of regional (Minsk) centers of emergency medical care for the organization of medical and sanitary provision of the population affected by emergencies.
2. Mobilization of additional forces and means in case of emergency.
3. Control over the sustainable functioning of healthcare facilities in emergency mode.
4. Organization of interaction and continuity in work between the RC OMR, territorial emergency medical centers, healthcare facilities, ambulance stations, the Ministry of Health and duty services of ministries and departments in emergency situations.
5. Provision of advisory and methodological assistance to the Republican specialized centers, regional medical institutions (Minsk), centers of emergency medical care on the organization of emergency medical care in case of mass admission of victims in emergency situations.

According to the purpose of the activity, the department carries out organizational, methodological and advisory activities.
