The Second Session of the Seventh All-Belarusian People's Assembly
Thursday, 18 December 2025At the end of this week, on December 18-19, Minsk will host the second session of the VII All-Belarusian People's Assembly (ABPA) — a forum that will approve the strategic course for Belarus' development for the next five years.
Key agenda items:
•President's Address: The head of state, Alexander Lukashenko, will address the Belarusian people and the Parliament.
•Five-Year Strategy: The key task is the approval of the Program of Socio-Economic Development of the country for 2026–2030. The document, aimed at improving the well-being of citizens, was prepared taking into account the opinions of delegates from all regions.
•Personnel Decisions: The Assembly will also have to resolve a number of important personnel issues.
Why are ABPA decisions binding? The legal status and powers of the ABPA are enshrined in the Constitution of the Republic of Belarus. Since February 2022, the ABPA has been the highest representative body of people's power.
Its special powers are detailed in the Law of the Republic of Belarus of February 7, 2023, No. 248-Z "On the All-Belarusian People's Assembly". According to this law, decisions of the ABPA are binding for execution.
The history of the ABPA began in 1996 during a difficult period. Today, as emphasized, this forum has become a key institution through which the people directly participate in determining the country's future.
It is expected that the Assembly will also address issues of national security, which the President had previously warned about.
